The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Stagnation.

The recent US national security strategy presents a flawed view of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas represent an grave risk to the continent's identity. However, this perspective is based on a fundamental misreading of the reality. The true challenge confronting Europe is not societal but economic and technological backwardness.

The Stark Growth Divide Separating the US and Europe

Statistics reveal a sobering picture. From 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the EU. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than several leading EU nations like France and Italy.

Currently, roughly half of the global top fifty tech companies are American, while only four are from Europe.

The Technological Shortfall: A Critical Question

The growing disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last fifty years, 241 US firms have grown into companies valued at over $10bn, compared with just 14 in Europe.

This gap prompts a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely agree it is essentially a contest between two involving the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a true capital markets union, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can launch a service under one set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is split among 27 different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are causes for hope. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on EU competitiveness and the single market point to the need for sweeping reforms.

Given appropriate policies and regulatory reforms, these assets might enable much higher degrees of business-led breakthroughs.

Europe still possesses significant strengths: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still dramatically increase economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a sudden and irreversible decline in global economic relevance.
